New Postal Reform Legislation Introduced in the Senate

03/23/2018 - On March 22, The Postal Service Reform Act of 2018 (S. 2629) was introduced in the U.S. Senate. The APWU recognizes the efforts of the four bi-partisan Senators who worked to craft and co-sponsor the proposed legislation - Tom Carper (D-DE), Jerry Moran (R-KS), Heidi Heitkamp (D-ND) and Claire McCaskill (D-MO). “The APWU appreciates their efforts to achieve postal legislative reform that is fair to the APWU members, postal workers in general, the public Postal Service and postal customers,” said Legislative & Political Director Judy Beard.

Much of the Senate bill is based on the foundation of H.R. 756, a bill introduced in the House of Representatives, which the APWU supports (while still seeking some improvements). H.R. 756 is currently stalled in the House.

The new Senate bill also includes a number of elements from the Improving Postal Operations, Service and Transparency Act, introduced in the last Congress by Sen. Carper.

There are many positive elements in this proposed legislation that the APWU supports as a basis for further legislative action. This includes addressing the unfair and absurd pre-funding mandate for future retiree health care costs, imposed on the USPS by Congress in 2006.

The key to passing needed postal reform is strong bi-partisan support. The APWU will continue to work with representatives of both political parties as we remain actively engaged to achieve quality postal reform.

The APWU Legislative & Political Department will keep you informed and involved as this new Senate bill works its way through the legislative process.

 

In Light of Austin, Texas Bombings Stay Alert and Vigilant

03/20/2018 - The APWU condemns the vicious and criminal bombings in Austin, TX aimed at injuring and killing innocent human beings.

At this point in time, none of the packages have been mailed through the United States Postal Service.

Nevertheless, our members are rightfully, and deeply, concerned for their own well being and that of the public.

In response to this urgent crisis the Postal Service is in the process of holding safety talks throughout Texas regarding procedures for recognizing suspicious packages and protocols to follow.

We urge our members to be on high alert and vigilant to protect worker and public safety.

 

USPS Safety Ambassador Program

03/16/2018 - The APWU was informed on October 26, 2017 of the Postal Service’s intent to roll out a new program called the Safety Ambassador Program. The Postal Service intends to replace the safety captain program, and any other local safety programs, with this “standardized” and nationally controlled program. The American Postal Workers Union does not support, agree with, or endorse this program.

Using their latest catch phrase—employee engagement—the Postal Service claims that this program “will focus on employee engagement, training, communication, hazard identification/abatement, and accident reduction.” Having a safe workplace is every worker’s right and you must fight for that right! However, the Safety Ambassador Program appears to be nothing more than an end-around our currently negotiated joint union-management safety procedures.

On March 2, thirteen APWU members participated in a day-long focus group to test the curriculum being developed by Rutgers University’s Labor Education Center for the union’s ongoing efforts to build an APWU broad-based educational program, known as the APWU National Institute.

Honoring Women's History The National Executive Board Adopt Proclamation to Honor the Women of the APWU

03/08/2018 - On March 7, 2018, the APWU National Executive Board adopted a proclamation to honor the women of the APWU throughout March, in celebration of Women's History Month. The proclamation read:

     Whereas, the great contributions of American women in shaping our nation are observed in March, during Women’s History Month;

     Whereas, March 8th is International Working Women’s Day celebrated the world over;

     Whereas, women of every race and ethnic background have been in the forefront of every major progressive movement for social change;

     Whereas, women have played and continue to play a key role in the labor movement;

     Whereas, women have played a unique and powerful role in the American Postal Workers Union, therefore be it

     Resolved, we encourage all locals and state organizations to pay tribute to women during Women’s History Month for the contributions they have made in our continuing struggle, and be it further

     Resolved, we encourage all locals/states to organize and participate in International Working Women’s Day events.

 

Rank and File Bargaining Advisory Committee Appointed

03/07/2018 - With contract negotiations set to begin early summer, President Mark Dimondstein has announced the names of union members who will serve on the Rank and File Bargaining Advisory Committee. In accordance with the APWU Constitution, each member of the National Executive Board names one person to the committee; a 14th member, appointed by the president, is a member of the Deaf/Hard of Hearing Task Force.

The APWU National Negotiations Committee (NNC) has full authority to negotiate the terms of a new collective bargaining agreement and the Rank and File Bargaining Advisory Committee provides input to the NNC. The rank and file committee must also approve any tentative agreement before it can be sent to APWU members for a ratification vote.

Have you ever thought about running for an elected office such as city council/commission, school board, or county council/commission?  Do you ever wonder what you will need to do to get on the ballot and to WIN?

 

Well, the Palm Beach Treasure Coast AFL-CIO, and your Union, is hosting an informational recruitment and training session where you will learn about fundraising, grassroots organizing, basics to getting on the ballot and more.  The goal of this training is for YOU to see what it takes to be a successful candidate and possibly be invited to a more intense Farm Team candidate training in the future with the support and resources of unions across the state.

 

This training is only open to union members or union retirees.

Florida Postal Workers Protest Staffing Shortages

03/02/2018 - On Monday, Feb. 19, members of the Florida Keys Area Local held an informational picket in front of the main post office in Key West, shining a light on the severe slashes to staffing and service that are causing mail delays and hazardous working conditions.

Along with members of the local branch of the National Association of Letter Carriers, APWU members also circulated a petition demanding an end to the cuts, collecting signatures in front of both post office locations in Key West.

Florida Keys Area Local President Omayra Cruz explained that post offices across Florida Keys are not being properly staffed, which leads to temporarily closed post offices, long lines when offices are open, mail not being delivered on time, and carriers working dangerously late at night. Since 2016, there are eight fewer clerk positions in post offices throughout the keys, and many vacant positions are not being filled.
