APWU and Postal Management Agree to Extend Negotiations Deadline until October 20, 2018

09/21/2018 - APWU President Mark Dimondstein has announced that the union and the Postal Service have agreed to extend negotiations for a new collective bargaining agreement for 30 days.

Our current union contract between the American Postal Workers Union and the United States Postal Service covers the wages, hours and working conditions of 200,000 postal workers. The current Collective Bargaining Agreement expired Thursday, September 20, 2018.

The APWU and postal management have engaged in negotiations for a new collective bargaining agreement (CBA) since June 26, 2018. Three months of frequent negotiation sessions and a last 10-day stretch of intense “round-the-clock” discussions identified important issues that the union believes deserve more time to discuss and explore before declaring an impasse and ending negotiations for a voluntary agreement.

“Our goal is to reach a negotiated settlement that can be voted on by the members” declared President and lead negotiator Mark Dimondstein. “National Negotiations are always challenging. At this point in time it is in the best interest of the members to stay at the bargaining table rather than declare a hard and fast impasse.”

Once an impasse is declared, the parties enter the phase of mediation and binding interest arbitration. In an interest arbitration, after both the union and management sides make their presentations and arguments, the final decisions regarding our future conditions of employment is determined by an arbitrator.

The goals of the APWU remain consistent as the union is “fighting today for a better tomorrow” and include:  Fair wage increases, COLA, job security including maintaining no lay-off protections, bridging the gaps of the divisive three-tier wage structure, addressing concerns of hostile work environments, seeking better career and full-time opportunities for both PSEs and PTFs, and expanded postal services.

“Postal workers deserve the respect and dignity, recognition for their dedication and hard work, that comes with a decent union contract,” said Dimondstein. “We will continue this just fight over the next 30 days.”

“Negotiations are fluid, changes can happen quickly and we remain optimistic that together we have the power as unionized workers to win a decent union contract,” shared chief spokesperson and Industrial Relations Director Vance Zimmerman. “Keep the contract campaign going strong and continue to send management the message that we are united in our demand for a good union contract.”

All the rights, benefits and provisions of our existing union contract remain in place, and are fully enforceable during the 30-day extension of negotiations.

Another Successful Private Sector Organizing Effort

09/12/2018 - Some non-unionized drivers from Pat Salmon Companies in El Paso, TX approached the Salmon Companies Dallas APWU represented drivers with concerns over their working conditions. The Dallas driver President, Sonny Castleman, quickly arranged for a meeting with the drivers to discuss the issues.

The El Paso drivers overwhelmingly decided that they needed union representation. The union collected 26 Form 1187’s from drivers, which was over 80% of the driver workforce at the terminal. "The company officials were approached and advised that we had about 80% of the workforce on board to become a unionized unit," stated Support Services Director Steve Brooks. At that time the company stated that they would not agree to accepting the documents and would require that the APWU solicit an NLRB vote.

The APWU then filed with the NLRB to have an election vote for the drivers in El Paso. The company advised us that they would stay out of the voting process and let it take its natural course, Brooks stated. The vote was to take place on September 6, 2018 and on September 5 the company handed out flyers to every El Paso driver stating that it would not be in the driver’s best interest to join the union, as they could not guarantee them wage and working condition improvements because it would have to be agreed upon in the collective bargaining process.

Despite the company’s efforts to taint the election process the vote was 26 to join and 6 against. We now have another private sector drivers group for which we will be negotiating a collective bargaining agreement.        

 

Holiday Peak Exception Period Terms Also Reached Major Win for the MVS Craft - POM 1995 Language Restored

09/13/2018 - When the USPS made changes to Chapters 5 and 7 of the Postal Operations Manual (POM) in 1995, APWU challenged the changes as not fair, reasonable, and equitable. While USPS agreed to restore the language in 2007 and again in 2012, they never did. APWU never stopped fighting. On August 28, we reached an agreement with the USPS to restore the language within 12 weeks. "This language is significant because it protects work that is presently being performed in the MVS Craft," said Michael Foster, Motor Vehicle Service (MVS) Division Director.

In addition to winning the fight to restore POM language, APWU MVS teams reached an agreement for the Holiday Peak Season Exception Periods. The previous Memorandum of Understanding (MOU) for MVS was signed as part of the 2015-2018 CBA, and will expire September 20 with the CBA. A new MOU was necessary to ensure our full rights are upheld during the holiday season. APWU negotiators were able to reach a fair deal with the USPS. Under the new MOU, the Peak Season Exception Period will run from November 10, 2018 - Jan 4, 2019, and the USPS is required to "make every effort to ensure that available MVS craft PTFs are utilized at the straight-time rate prior to assigning such work to MVAs."

09/10/2018 - The current Collective Bargaining Agreement between the American Postal Workers Union and the United States Postal Service expires at midnight September 20, 2018. The union entered the final 10-day stretch of intense negotiations – including days of round-the-clock bargaining – on Sept. 10.

08/29/2018 - Time is running short for APWU retirees who are interested in applying for temporary positions as Holiday Clerk Assistants: Applications are due Sept. 24.

The Peak Season Exception Periods memo signed by President Mark Dimondstein and the USPS Vice President of Labor Relations in September 2015 has been carried forward into the new contract.  Therefore, retirees will have the opportunity to be rehired as temporary Holiday Clerk Assistants again this year.

If a retiree takes advantage of this opportunity, it will have no adverse impact on his or her annuity.    

If you are interested in working temporarily as an Annuitant Holiday Clerk Assistant, you must apply online at www.usps.com/employment. To apply click on “Search Now;” type “Annuitant Clerk” as the “keywords;” select the location; click on “Start;” then click on “Apply.”

  • Applications are being accepted through September 24, 2018 for annuitant Holiday Clerk Assistant (HCA) positions.
  • All HCAs for the 2018-2019 Peak Season Exception period is set at $17.19 per hour or the contract rate at the time of hire, if greater.
  • Annuitants will be hired for three consecutive pay periods within the exception period: either November 10 through December 21, 2018; or November 24, 2018 through January 4, 2019.

 “This represents an important opportunity for our retired members to put their postal experience to good use while they earn a little extra cash,” Dimondstein said. “I encourage all interested retirees to complete their applications as soon as possible.”
